Description

New Zealand Prime Minister and National Party leader Jim Bolger and a colleague are looking up at the flag 'fiscal envelope' which has been shot full of holes by a 21 gun salute. The 'fiscal envelope' was an attempt by the government to put a cap on the payments made to Maori for grievance claims made to the Treaty of Waitangi Tribunal. Quantity: 1 newspaper clipping..
