Description

Acknowledges the results of a recent BBC World Service poll which found that four out of five people believe that access to the Internet is a fundamental human right. Explores the two broad approaches by which NZ might treat the issue : as an extension of the freedom of expression under the New Zealand Bill of Rights Act 1990 (NZBORA), or as a new and separate right independent from the right to freedom of expression. Discusses the legal implications of both.
