As tariffs were reduced from the mid-1980s manufacturers counted the cost of making clothes in New Zealand rather than Asia. Davey Hughes, who began Swazi Apparel in Levin, was a strong believer in jobs for New Zealanders, pointing out that the loss of a skilled workforce in the clothing industry was not reversible.
