On Anzac Day 1942 Wellington Mayor T. C. A. Hislop opened the Ngaio Emergency Precautions Service post. It contained facilities for district wardens, first-aid and firefighting units, and had a well equipped kitchen. There was also a tradesman's van for use as an ambulance, and a look-out tower
