This crowd of supporters are gathered at a meeting of the Kotahitanga, a Māori parliament, at Papawai in Wairarapa in 1897. The Kotahitanga resolved that all remaining Māori land should be reserved for Māori. It also pressed for a degree of self-government on the basis of Article Two of Te Tiriti o Waitangi (the Treaty of Waitangi).
