The government might be getting the ball rolling on investigating why petrol prices are so high - but there's likely to be little respite at the pump in the short term. Jacinda Ardern said encouraging competition was one way to lower prices in the meantime. Wellington has seen some of the highest petrol prices, but cut-price petrol retailer Gull is looking to wing its way into the capital and start a chain reaction known as the Gull effect. Its chief executive Dave Bodger talks to Susie Ferguson
