View of Palmerston Road, Birkenhead looking west from front verandah of cottage at number 66. The symmetrical weatherboard cottage has a front verandah with bullnose roof. The Chelsea Sugar Refinery (New Zealand Sugar Company) offered housing and loan schemes to employees. When the company's village was condemned by the health authorities in 1905, management founded the HAWE scheme (Housing Assistance for Wage earners).
