These are the coupon books which were used by the New Zealand Government of Joseph Savage to record payment of fees which were levied to fund benefits under the Social Security Act of 1938. There are two books for women and two for men. One of each is unused, as the fees were abolished in 1946 and so the books contain unused coupons.
