This protest flag reads 'Free Hong Kong/Revolution Now' in English and '光復香港/時代革命(often romanised as 'Gwongfuk Heung Gong/Si Doi Gaakming' in Cantonese) or 'Liberate Hong Kong/Revolution of our Times'.
